English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent poll of municipal councils, English councils are planning to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of assets to balance the books.

Growing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in England reported that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for selling public land and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of local leaders said they would focus on service redesigns and utilising savings to manage increasing financial challenges.”

Detailed Cases of Proposed Sales

Medway Council in Kent announced its property management strategy featured the sale of a shopping centre in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • Gillingham golf club and business parks held in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to raise council taxes next spring to address the growing cost of core provisions, higher levels of homelessness, and a persistent housing shortage.

The authority said it will press ahead with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to deliver both improved services and financial savings,” stated Vince Maple.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

Countrywide Trends and Projections

A survey of county councils recently further found local finances being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils said that local shortfalls will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have put off scheduled changes to the special educational needs framework until next year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) covering UK local authorities, many participating urban areas were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the latest IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the worst-off 20% of England. The data underscores the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that reflects and addresses the real levels of deprivation and need,” said a council leader.

“Without this, councils will continue to face difficult decisions around which essential services to fund, and which to reduce, to the detriment of their residents.”

A fifth of councils have reduced or weakened care services in the last year, the survey found.
